You have to have the required amount of Energy attached to a Pokmon to use its attack, but you do not have to discard those cards to attack. The cards stay attached to your Pokmon unless the attack says otherwise!

The first player to move cannot attack first turn. The second player can. No one can evolve first turn. You can’t evolve a pokemon unless it has been in play for an entire turn.
